Under “Sync your settings”, Turn off the option “ Sync settings”. Then I suggest you to change the “Desktop Background Picture” and restart the computer, check whether the same issue persist or not.

I think something is putting the same image as wallpaper again and again.... why I suspect because when to go to background settings, you see 'recent images' where you should see past few wallpapers, however, all I see is the same image in all recent images. see the screenshot below.

Jul 22, 2019 · I am facing this problem for sometime now. The default windows 10 wallpaper would suddenly be changed to blue with dots all around. I have attached a screenshot for elucidation. It would be fixed if I try to change the wallpaper. However, the wallpaper would again turn dotted with blue background. It happens mostly during boot.

WHite background displays as light green/blue
Feb 2, 2021 · All of a sudden my Windows 10 laptop has started displaying white backgrounds in Explorer and the browser etc as a sort of light blue/green tint instead of white. Note that as far as I can tell it only does it for pure white (ie. 0xFFFFFF), where there is an almost white, such as the shadow around windows, it displays properly.
