The only thing they've said was functional cybernetic limbs, not cosmetics. functionaly there is no reason aliens wont be playable, CIG have already said that Alien races are largely humanoid as it prevents them from needing to make new animation sets for EVERYTHING.

That is to say, there would probably be a single-player game (a la SQ42, but with you playing as the lead alien) to fund the development, whilst making the race 'playable' would be a free expansion to the 'verse (based on some very old CR comments on this subject).
